The plans have been developed by renowned conservation architects Feilden + Mawson in consultation with the existing Law Lords, Westminster City Council and English Heritage. Special groups such as the Middlesex Art Collection, Middlesex Regiment, Westminster Society, Thorney Island Society have also been consulted along with statutory consultees in the planning process.

Westminster City Council City and Planning Committee and unanimously approved the plans in full on 21 November 2006 with full support of English Heritage.
